What should I do if I moved to another country but I am not yet a tax resident? What should I indicate?

You are a tax resident wherever you are required to pay taxes. If you are a US citizen, you are always a tax resident of the US. Regardless of where you live and where you may file and pay additional taxes.

That's because some super rich tried to fool the IRS.

 

If you work and live somewhere, you have to pay your taxes there.

Have you moved permanently there? To be tax resident you have to spend 180 days or more in any calendar year - for personal tax anyhow.

You are asking here borderline questions. You should enter what the current situation is. As of my understanding, I get tax resident as soon as I move my professional point of interest into that country. Anyhow, you are responsible for paying the taxes where the taxes are due. If you need advice, you should consult a tax consultant.
