Taxes to pay?

I'm not resident in the EUA and i filled a form for the IRS (of EUA) because they would probably cut 30% of my incomes from Adobe Stock.

They told me in an email that i have minimum taxes or none to pay.

I'm not an exclusive contributor, i'm making things on my time but i'm confuse.

Can anyone help me to understand which are my chances to pay or not? What regulations are in check?
