Can you explain to me in more detail why this image does not meet the quality requirements?

In addition to what has already been said, there are sensor spots vissible in the sky. There are also too many blown out or lost details for a stock photo.

Even when it's flattering and when many don't mark answers correct, please do not mark "You're welcome" messages as correct. Correct answers get a prominent slot at the top of the thread. When users are checking those, they may get confused about that. 😉

In addition to the technical issues noted by Abambo, I would add that Adobe Stock is already flooded with sunset and sunrise images. While they probably would have accepted your image if it was technically superior, the chance of a Buyer ever finding your sunrise image among the ~13 million images in the database is very slim.

Correct. And when you don't mind low to no sales and your sunset/sun rise picture has a wow-factor, you can still add that to the database. Your picture above does not have that wow-factor, unfortunately.

Your picture is clearly out of focus:

Pictures straight in the sun are more difficult than just point and click. When doing such pictures, I normally use filters and bracketing. Here also the exposure is not good. The clods are completely blown out.
