I agree with Abambo on  the matter of the text. That's the only thing that is common with both images. Commercial appeal would come under a different rejection. The roundness to the ray below the sunlight in the second image could be an issue of artifacts. It might be refraction that causes that. On a different rejection reason: the background of the second image appears grainy.

Are these pictures or illustrations?

Supose they are pictures: The buyer would love the pictures without getting the text, as he may be would need the graphics for a different task an the text really constraints the use.

Supose theay are illustrations: are there pixel graphics involved?

The second image could also be a commercial appeal refusal.
