There are members who sell photos. Some people try to open more than one account. Is it against the rules or not?

No it's not against the rules. It's against common sense. Except if you want to violate the rules.

I don't think it is against the license agreement / contract. But you should remember that

1. All accounts must use your real name and ID.

2. Adobe can block any account at any time for any reason, and if they don't like the multiple accounts they can block all of them. There may be good reasons to have two accounts. For example someone who sells both wildlife photography and AI dragons might want to keep them separate, though others do not see the point. But, some other people who make lots of AI images might try multiple accounts to get around the limit on number of files submitted. This would be a very bad idea.
