Yes travel photos with local people in them can be quite interesting to capture the essence of a place; however you'll have to keep those for your own enjoyment as they cannot be submitted to a stock agency. Alternatively, you can meticulously remove each recognizable person. If it's only a few people that might be possible.

Releases of recognizable people are ALWAYS required, regardless of where they were taken and what language they speak. You can use such images for your own uses to preserve your memories of the trip, but you can't use them commercially.
