Adobe Stock has partnerships with many other services, including print-on-demand sites. You agreed to this when you joined the Stock Contributors program. It’s contained in your Stock Contributor Terms. 

Partnerships are a win/win. Everyone enjoys more visibility & potential sales. There’s nothing wrong with that, right?  When the partner site makes a sale, you get paid your Stock royalty fee.

Read your Adobe Stock Contributor Agreement which states that Adobe has API agreements with other suppliers to promote our assets. You will receive your standard royalty when such partnerships result in a sale.

There are several partners authorized to use the Adobe API to sell their merchandise together with Adobe Stock assets. I myself have located over 20 partners. (Here the list) Adobe does not inform you of partners. You still receive your 33% commission when a partner sells one of your assets.

Friend, your comment of “considering taking legal action with them to demand explanations” is Absurd!

Let me put it in better perspective… You open a picture frame store, you pay $20 (or whatever it is) to buy one of my photos to make a nice print for a customer who wants it. You sell it for $50 on top of selling the picture frame.

I get $1 for the photo, and I’m supposed to be mad and making threats of suing? 

Can you see the absurdity not to mention the narrow mindedness?

There’s a page somewhere with all the partnerships listed. As for the royalty difference, the third-party agencies farm out to other agencies for printing, matting, frames, labor or what have you. So they only need to pay what Adobe charges for stock. Partnerships are a good thing for contributors.
