I occasionally get the message that my uploads to Adobe Stock failed because I need to verify that I am signed in. When in fact I AM signed in. Is there a way to verifty that I'm signed in without have to sign out and then sign in again, which requires I have to quit any Adobe Cloud apps that are running.

Try using another browser to open your Contributor Page. One that accepts cookies and does not have script blockers or VPN enabled. Upload your assets from here.

The simplest work-around has been to quit Lightroom and restart it, then I can upload to Adobe Stock without having to sign out of Creative Cloud and then sign in again.

You do not state how you upload your assets, but, I suppose, you are using Lightroom Classic?

Yep, everything checks out with the "notes" thingy. No antivirus software running presently. Thing is, I'm not actually signed out of the Cloud. My apps open and I just recently uploaded the Photoshop beta. It's just Lightroom and Adobe Stock that thinks I'm not signed in. If I sign out, then sign in again, uploading to Adobe Stock starts working again. It's just that it's a pain to have to close Lightroom and Photoshop before signing out, then signing in again, then reopening Photoshop and Lightroom and getting back to work. Thanks, though!
