Upload item got an error

I have an issue here. I cannot possibly to upload my file on Adobe Stock or in FileZilla. 
Perhaps in the previous Upload, I did not finish the upload process due to a Slow internet connection. 
few minutes after failed I tried speed test and itt's quite good I have 5 ping. but. when I try upload it again it's still failed for 6 hour until i decide to speak on Community
