Does anyone know how far Adobe is with an upscaler app?

It's quite unlikely that Adobe would reveal any definitive release dates on new features; they're usually quite close-mouthed about future enhancements since there are too many variables to allow them to lock down release dates. The only exception is that sometimes they tease us prior to the annual Adobe Max event with what we can expect to be rolled out at that time.

Trade secrets being trade secrets, even if we knew, we can't discuss it due to NDA. 

 

Adobe doesn't discuss projects they may be working on until they release an official announcement about it.  Some projects never see the light of day.

Well they have Super Zoom under the Neural Filters section if that's what you mean. Works pretty good. Tends to sometimes add weird textures to skin if you select the "Enhance Face Details" box. I still prefer Gigapixel AI, although it does make Photoshop crash on occasion, so do a save first.
