If I make desgin such as background and use some of element in degin from other web such canva this aganist Adobe terms

My previous account blocked and I want this not happen again

and another question on my previous account there is assests I owned 100%

can I Upload them again or not

Read the Adobe Stock Contributor agreement., specifically clause 4.1 in which you certify that you own the IP rights to every asset you upload.
