Your account has a validation status issue. You should Contact us. 

Why am I receiving this message? I did the Contact us, however, I have not received anything back. I've been a seller for awhile and now I cannot access my account. What else can I do? Thanks.

You need to wait for an answer. Adobe will answer your request and will investigate. However, this will take some time.

If after 10 business days you don't recieve an email (check Spam & Social folders), send a follow-up email.

There will be a reply in a few days most likely, and then an investigation that will last several weeks.  One user reported 4 weeks before getting their account back.

 

If you've already reached out either using the Contact Us form or direct email, then there isn't anything else to do but wait.
