Adobe contributor support did block your account because they suspect a violation of the contributor terms. We have no insight into your account, so we have no exact idea about the troubles. 

Adobe contributor support answers by e-mail, so watch your spam folder. Allow for 14 days of waiting time, before issuing a new request. Asking multiple times does not accelerate the process.

can I upload my images on my second account of adobe stock? Was the Adobe team applying copyrights on it or not. my account is banned .what my uploads are they still on Adobe stock?

You should do some research and understand what "copyright" means. Adobe can't "apply copyrights" to your submissions. You have signed a Contributor Agreement certifying that you hold the copyright and have full ownership of the assets you have submitted. Certainly, if you have submitted works on which you are not the copyright holder, you will be banned permanently. Reread the Contributor Agreement.
