Yes I also saw the red message.

 

but if I try to upload a vector image the system accept it....

 

Now I don't know when I can submit them by pressing the "send button".... I don't receive error when I upload a vector image.

 

So I have fear to send it.

Yes, we all see that message. There is no need to know why that is, Adobe needs to know. If Adobe had liked to share the reason, the reason would have been shared with us.
