I assume when you hoover the mouse over the file on your public profile page you see  'You cannot acquire the license of this resource'. 

Once Adobe approves your file, it is available for licencing. However, I assume seeing that message as I've described, the file might be selected for "Free Collection". The file number you post this is what I see with no indication of any restriction.

I'd just ignore it and proceed to submit others. Once it's on the platform, it's there for licencing.

If what I describe is not it, post a screenshot of what you're talking about or a link to the page on your public profile.

First: it is against the rules to buy own assets.

Second: if you are in a restricted country you can't indeed not acquire a licence of any recent asset, as assets will get through an additional vetting process. To confirm that you will need to tell us your country.

Where did you see that message? You are not allowed to download your own assets.
