there is no tax treaty between US and Hong Kong. Do I still have to fill out the form?

What company is it? Is this related to submitting assets to Adobe?

Prior to the treaty question, there is usually a question for you to choose the option of treaty or no treaty. Look again to see where you overlooked that question.
