what are tools can i use it to prevent bad quality issue about my designs?

i designed alot of images but in finally most of them are refused while i use the same tools, what is your recommendation about that in addition to best free tools to do that.

Quality is the product of good planning & design. You can't make a silk purse from a pig's ear. It will always be a pig's ear.

No tool can prevent you from creating bad images. The best you can hope for are image enhancement tools to make a good image slightly better.

Most good tools cost money.
