Why does my art works need a property release ?

Submit a signed release by YOU as the artist so Adobe can sell it commercially.  Otherwise they don't have your permission to sell it.

Because you need to certify that you are the creator of the same. Adobe moderators cannot know that you don't upload someone else's work, thinking that you can sell photos of that. It's all a legal requirement.

How could Adobe KNOW you are the creator? You need to tell them (make a legally binding promise that nobody else will sue them). So how do you tell them? It's simple, you use a property release. This is normal, you sign as artist and owner.
