Why has this picture been refuse?

Hello, 

 

can you maybe tell me why this picture has been refused. Adobe wrote it was due to "technical problems" without further information... 
Is it too colourful ?

Besides the changes @Jill_C has suggested, I would also remove the lifebuoy.

At very first look, I thought it was a trashcan and even wondered who was the genius who had decided to put it in that location 🙂

Anyway... It's not a technical issue per se, but I think it doesn't look good and draws the attention away from the main subject.

I don't think it's over-saturated, but a few tweaks are needed:

1) reduce the highlights a bit; it's slightly over-exposed in a few areas

2) increase the blacks

3) increase contrast

4) adjust the white balance - it's a bit too magenta

These changes will make the image pop. Before you resubmit, zoom in to at least 100% and make sure all logos and signs are eliminated.
