I suppose the refusal is on technical issues:

  • the crop is bad, the foot is cropped, there is a lot of cluttered background.
  • the exposure is bad, highlights disapear.

Very probable that a deeper look into the issue would get also other problems in my view.

 

An other refusal is on the basis of IP violation. In slight disagreement with @RALPH_L, I say that the logos and the Mini Mouse need to go. You would, anyhow, not recieve a property release, but the shear presence, especially of the logo, but also of the iconic Mini Mouse makes this picture unusable for commercial stock sales.

 

And then, I suppose that you are the parent and submitted a model release on behalf of the child. If not, that also would be a refusal reason on its own.

 

(my cropping suggestion and some, but not all easy to detect problems in this picture. You would also need to straighten the image, and for sure, you would need to have the whole girls body in the frame)

 

There is no need to work on this picture and to resubmit, I consider some of the faults as permanant and not correctable.

First the photo is washed out. There is too much burned out sky. The childs foot is cut off. You need a model release for minors. You need a property release for Starbuck logo and Mini Mouse logo.
