Why was this photo rejected?

The attached photo was rejected for excessive noise - it was shot at ISO200 with a Nikon D800E, and exposure was bumped up by 1/3 stop in LR. There is no noise in the photo - it feels like some automated program confused the detail in the dogs hair with noise?

It is my personal opinion. You have focused on eyes hair and ears and surely they are in focus and clear. It looks that reviewer had zoom at nose and area around nose. If you will zoom at above 80% you can see noise pixels around nose.

Hold zoom further at 100% and you can see noise in shadows around right eye too. I think you have applied light from left hand side only.
