Payments are not executed by an automated system, so there is some time needed for processing. In addition, payments are executed physically only twice a month if I'm correctly informed. It may however be that your account has been blocked because of your payment request as some irregularity has been detected. An e-mail has been sent by Adobe to explain the measures, so you should refer to that e-mail for further information.
