Yes, I think that is one of the Firefly services that are not on Educational plans, but am not 100% sure (I am not an enterprise user). There are also geographic restrictions on that service. Your Adobe Account Representative is the best person to talk with you about what services are included in your plan.

I am the administrator for the organization, we have confirmed Adobe Firefly is enabled according to https://helpx.adobe.com/enterprise/kb/adobe-firefly-for-k12.html.

We are guessing that since the Adobe Firefly Text to Speech is in Beta our K12 organization is unable to utilize at this time.
