AI Sharpness is a premium feature that consumes generative credits. Some subscriptions only include standard features and do not allow the use of premium features, even if credits are shown as available in the account. Additionally, if the purchase was recent, it may take a few minutes for the credits to be recognised by the system.

To help identify the issue, could you please go to account.adobe.com and take a screenshot of the left two columns showing which plans you have? Please do not include the third column as that contains payment information. Sharing that screenshot here will help us understand which plan you are on and advise accordingly.
