It also can mean your organisation's plan does not include this feature. In either case, you next step is to contact your local Adobe administrator. If you are not sure who that is, start with the IT department.

Hi,

Verify your exact plan details in your Adobe account for Firefly inclusions, then contact your admin or Adobe support with screenshots of the error and billing. Log out/in or test on a different network if it's a temporary glitch.
