Hi @s-andy,
Are you on an enterprise plan? If so, you need to contact your local Adobe administrator. If you are not sure who that is, start with IT. This message can mean multiple things, such as your account has to be provisioned to use partner models, or partner models are not included in your organisation's enterprise plan. Your local Adobe administrator can sort that out.
