Currently, the maximum resolution is 2000x2000. You can take an image at that resolution into generative fill and expand it, but each expansion is limited to an additional 2000x2000. If the fill area is larger, the generation is scaled.
Adobe has said they plan to offer higher resolution generations which would likely cost more than one generative credit, but they have not said when that might be available. Please see:
The credit consumption rates are for standard images of up to 2000 x 2000 pixels. […] We plan to offer higher-resolution images, animation, video, and 3D generative AI features in the future. The number of generative credits consumed for those features may be greater.
