I can't buy Firefly video credits since 2 days. Please help me.

I'm trying to buy Firefly video credits and the website doesn't reply. 

Here below you can see the error during the payment with PayPal.

Please any idea to solve and buy the credits?

After a call with Adobe Customer care, I solved the problem with a payment by Credit Card.
It's totally fool that Adobe want ONLY payment with Credit Card but you see both the button "PayPal and Credit Card" and when you choose the PayPal payment is forbidden! Simply leave the ONLY choice you want so users avoid do waist time and save frustration, like me. Thanks.
Last but not least, if I need more than 2000 credits I have to switch the plan indeed to by other credits and I can't go back when I need less credits, what a business model is it? I don't understand....Sorry Adobe is so confused recently.
