Image to video motion issues

Is there anyway to prevent zoom out generative videos (from still images) from creating motion in the video. The motion is wrong 60%-70% of the time. I do landscape photograaphy and I end up with clouds in the mirrored water in total motion, while the clouds in the skies have no motion at all. Usually, the motion with ocean tides is not very natural. I'd prefer the image to just zoom out, without adding motion. Does anyone know if there is an option for this? Thanks!
