There are two primary ways to do this. One is to use text effects in Adobe Express, and use cloud as your prompt.

The second way is to create the letters into an image (just to get the shape and form of the letters) and use that image as a structure reference. I also used Text effects to create text made of letters looking like clouds and used that as a style reference. 

Structure reference (I just chose a bold font; can select whatever font you want):

Style reference (used "fluffy clouds" as prompt; then added shadow; the text does not matter):

Result:

This was one try, so I am sure it can be improved.

@LERAVAT this is a good opportunity it use the Structure Reference feature. upload an image of the individual letter then use prompts to create a cloud in the blue sky, etc.
