I presume you are trying to edit using generative fill in Firefly.

The model will make judgements on whether it believes the task you are asking it to perform complies with the Generative AI guidelines. Those are detailed in these documents:  Adobe Generative AI User Guidelines and Adobe Generative AI Additional Terms.

It is likely if the image is someone in a bikini that the model believes the amount of skin showing will result in edits that are not consistent with the guidelines.  Depending on what changes you are making, it is possible using Photoshop and temporarily masking the part of the image that Firefly would have issues with while you make changes elsewhere in the image will work.
