Videos wont upscale

I've tried upscaling videos of different lengths, from 2 minutes to 10 minutes, tried a variety of 1080 and 4K options, and I either get an error message or the video never upscales and disappears from my canvas. 

I've not been able to produce a single successful upscaled video in ten tries.
