When I use credits to generate an image in Firefly but it fails and says "oops something went wrong" I should get those credits returned to my account

Yes! Those credits should return to your balance.
Credits are deducted the moment you hit Generate, but if the generation fails due to an error, those credits are automatically returned to your balance, they might take sometime, but they should return.

Here’s an example where I captured my credits balance before generating, during the loading phase, and after the error. The credits are restored each time.
