It seems you are on an enterprise plan. Use of 3rd party models has to be enabled by your local Adobe Administrator. They can enable them only if those models are available on your enterprise plan. You would need to contact your local Adobe Administrator. If you are not sure who that is, start with your IT department.

The example image you showed was the Kling model, not Seedance. Currently Seedance is not available on enterprise plans.
