I decreased the contrast and used successfully:

"regional illustrated map with water and borders"

Not sure why the contrast was causing an error.

Hi @Kevin Stohlmeyer,

Thank you for getting back to me with a work-around, much appreciated.

The issue with reducing the contrast is that the generated picture no longer follows the shapes of the map used in the Composition Reference field. (if you compare your results with the B&W map, they don't match at all).
I think this defeats the purpose of using the reference picture to drive the generation.
