Course locking up on users

I have been having trouble with courses locking up with our users. It happens with 1 out of every 10 learners. We used to not have this problem at all until we incorporated an exam into the content. Once the course locks up, it will  allow them to navigate via the table of contents, but the exam is completly locked. Sometimes users are in the middle of the exam, sometimes they have yet to start. I'm pretty novice with Adobe Captivate. Any help would greatly be appreciated.

    We may need a little more information to troubleshoot the issue. 

    As this is a random issue with users, we may need a recording or a session with a user to test the issue further.

    The issue could be with the content or how the users are navigating the content on the browser.
