Custom Roles Assignment

Hi, I am wondering if Prime let's you create standard profiles under which custom roles could be assigned? 

Problem: We want to create custom role for users specific to their own locations and specific user groups/ catalogs only. With locations all over the country, looks like I will end up creating hundreds of custom roles, unless I am missing the point of doing it in another way?

Any advise/ idea is appreciated.
