If I deactivate a user do I still need to pay for them for the years contract?

If I have 10 users registered and one learner finishes the course in a month and can be deactivated, can I assign another learner without having to pay for another learner?

Hi!

I just deleted some users, and therefore I was able to register other ones. So The license once paid, can be re-used if you delete somebody.
