Is there any API to get the learnerState list

Yes you can pass the email of the user and get the details of the user in ALM APIs. 

Here is the endpoint, here you can pass the user email in the format "email:abc@test.com"

https://learningmanager.adobe.com/primeapi/v2/users?page[offset]=0&page[limit]=10&sort=id&ids=email:maharanaprimetest1@gmail.com
