Does Prime provide for learner discussion forums, as is common in D2L, Moodle, etc.?

No, not at this point Larry. The roadmap calls for expansion into social learning in December of 2016. Keep in mind that Prime today is not intended for EDU general student training. It's designed to sync with Human Resources databses, not student information systems - and lacks tools you'd find in EDU LMS' like D2L etc. (That doesn't mean that Prime won't eventually have an EDU variant, just that if you are in an EDU setting - Prime would be perfect for Faculty / Staff training - but not for student coursework at this time.) *Noting the date here as the status on this answer will likely change and require update over time. Hope this helps.
