Reallocating admins and contract owners

I was directed here by Adobe Support  as the agent said they do not support Learning Manager anymore.  One of our admins left and his successor is unable to log in. I still have an account on adobe to pay the invoices but can anyone point me in the right direction to reset ownership responsibilities and admin rights?
