User accounts WITHOUT Adobe IDs; Re-creating deleted user accounts

This is my fourth attempt at getting a qualified answer to essentially the same questions:

I represent a non-profit organization conducting an e-health project with a target user group in the age range of 60-75 years.
How does one create a user account without forcing the user to create or a new Adobe ID?  -  Please  list the steps? SSO is not an option.

Please indicate precisely:

How does one create an account for a user who has been deleted from the system? -  step by step please... don't refer to the documentation because it is insufficient.
Is it really true that if you delete a user, that user can never again be registered with the same e-mail?

How does the feature listed below (from the Login Methods menu) work? What is the difference between Adobe ID and Captivate ID login? How is it implemented and does it (as you would assume, based on its name and location under Login Methods) allow you NOT to force your users to create Adobe IDs?
