If we have purchased a certain number of user licenses and a user is later deleted - does that license become available for a new person?

Perhaps I misunderstand how to properly read this but I have been trying to study the numbers further.
I may have figured it out. Perhaps you can confirm. We typically run relatively low numbers but have spiked pretty hard the last month so we tried to delete some 250+ old users that have not logged in for a long time to help free up some licenses but it did not seem to help. My suspicion is that all those inactive users did not count against our licenses to begin with and that is why our numbers have not gone down.
Does our licensing only go based on a rolling 3 months of active? In that case - I understand now.

You have a monthly active user plan. Here you do not have a fixed number of seats.
Here you are charged based on the number of users active per month.
So here the seat limit is not fixed. You can enroll users based on your requirements. At the end of the billing year, the monthly usage will be added to create the amount you need to pay.
