AME won't run unless system is rebooted

AME won't run unless system is rebooted. Obviously it's not closing cleanly.

Steps to reproduce:
1. Start computer

2. Run AME and render some footage

3. Close AME

4. Restart AME

Result: Nothing happens
Expected: AME to run

Workaround: Reboot computer

System info
Application: Adobe Media Encoder (Beta) v22.3.0.8
OS: Windows v10.0.22000, RAM: 63.80 GB GB, CPUs (logical): 16

Can confirm 22.3.0.64

AME does not close properly there for won’t start second time around.

Workaround: close AME in task manager.

Edit: most of the time its not even in the task manager > need to reboot.
