Confirmed: AME 22.3.0.8 does not close cleanly

Steps to reproduce:
1. Open AME

2. Render something

3. Close AME

4. Open AME again, or have Premier try to invoke it

Result: ...Nothing
Expected: ... Program to start

Workaround (other than restart): go to Task Manager, find and end AME process. Then program will launch.

System info
Application: Adobe Media Encoder (Beta) v22.3.0.8
OS: Windows v10.0.22000, RAM: 63.80 GB GB, CPUs (logical): 16

Inspiring

Here's a screenshot of Task Manager when AME won't load.

Also, if AME is in this state and you export from Premier, the export is lost. It does not appear when AME is releunched.
