Why is Premiere not recognizing the .prmi sidecar files?

I have a watch folder set and a preset to transcribe all video files in the folder. 

Issue number one is that for about half of the video files I get an error saying that analysis only works for media files, which they obviously are. If I put the videos into Premiere the text gets transcribed just fine. 

Issue two is that Premiere isn’t recognizing the .prmi files. For the videos that do get transcribed, when I put them into premiere it doesn’t recognize that it’s been transcribed already and I don’t see a way to import the .prmi files and I have to transcribe in premiere again. 

Am I doing something wrong? Am I missing something here?
