Adobe Scan does not work offline?!

I understand that Adobe Scan App does not work offline.

If this is indeed the case, then this is extremely POOR software / App design.

I need OCR functionality even when not connected to the internet and being online should not be a requirement.

Why on earth would such a RESTRICTIVE design decision be made?!
