I just tried on my Google Pixel 8, and I was able to 'Share' as a 'link' with no issues.

Hope you are doing well. Sorry for the trouble with sharing PDF files.

 

From the description, it seems like you are using the share feature, but the toggle button to share the file as a copy isn't selected.

Yes, those are the exact steps I took to send the pdf. I followed the
instructions again today and it is still being received as a link.
