URGENT: IOS17 Denied access

I hadn't opened the app for like 3 months, and when I went back to login it kept saying that I don't have access to cloud storage which is absolutely absurd given that I have a) changed my appstore region; and b) logged in with vpn. losing the hard copies of documents I'm looking for?
I’ll be needing my documents in 3-4 days for the registration of my new job and since I can't find their hard copies for now this cloud storage really can save me tons of time and trouble. Can you please find some ways for me to log into my account or just get my documents back if the former's not possible? Thanks a lot.

Adobe Cloud Storage is not available in your region. You can check Adobe's helpx for more information: Change the country associated with your Adobe account

Also, you can change the app store's region and check again. Steps shared here: Moved to a new country or region? - Apple Support
