Why does OCR not working full pages I selected? and decline the number of pages in additional scan?

Question

I have the premium version. When I selected 50 pictures (text and figures) and process them by OCR, but they return 29 pages of PDF.
Why doesn't Adobe scanner work well?
Furthermore, I canceled this process, and try this again, the number of PDF pages more declined (16 pages).
Why did it occur?
Please tell me some ideas.

Now, I could resolve this problem using another approach.

Failed: From Photo app convert PDF & ocr process using Adobe scanner

Success: All process do in the Adobe scanner (select (add from photo) and OCR)

I can't understand the reason of this, but I could do.
I hope this post will help other one.
(And if the one understand why, please tell me!)
